Site-19, New Orleans
Hidden among the industrial docks - a working stretch of port infrastructure that makes it trivial to move materials, Subjects, and personnel in and out of the city without anyone asking real questions about container manifests or off-hours traffic. This is where the Inciting Incident was held before the transport failure; its escape happened close to home. Site-19's day-to-day mandate goes well beyond this one containment: New Orleans runs anomaly-dense (see the Adversary Index's Loose Anomalies), and collecting and accounting for exactly that is Site-19's actual, ongoing caseload - the Rougarou, the Cypress Coiler, the Backstreet Choir, all of it. Repository 23
A second, distinct Foundation facility in the city, built for what the docks were never meant to hold. Half archive, half prison - row after row of numbered crates and shipping containers stretching further than a flashlight beam reaches, catalogued with the same flat, bureaucratic efficiency whether the contents are a cursed hairbrush or something that ended a city once. Woven through the storage floors is a separate wing of reinforced cells, built for anomalous and Gifted prisoners nothing standard could hold - a different security doctrine for a different kind of dangerous, kept apart from the shelving on purpose. Housed in the historic Market Street Power Plant - decommissioned, cavernous, already isolated and heavily reinforced before the Foundation ever touched it - running a suppression field of some kind that keeps the building's real activity invisible to anyone outside. Structure
The roster already built in the Adversary Index (Field & Tactical, Task Force/Bayou Reapers, Test Subjects, Command & Support, Special Agents) is Site-19's own staff, answering to a Site Director locally. Above that sits a regional command - the Gulf Coast Division - coordinating multiple sites (Site-19 here, Site-42 elsewhere, per the burned incident log from Session 1). That's who sent the second and third waves in Session 1: reinforcements Site-19 alone couldn't have fielded that fast.
Mission vs. Reality
Publicly and even to most of its own rank and file, the Foundation frames itself as protecting the world from anomalous threats - a civic-partnership, public-safety story. Institutionally, the real goal is control: acquiring, studying, and weaponizing anomalies and Gifted individuals as assets, not just containing danger. The Special Agents program is where that gap is most visible - Psi Corps-style indoctrination and coercion dressed up as recruitment, aimed at gifted people specifically.
Site-19's Goals Right Now
Recover Subject LA-1147, account for the newly-Gifted individuals it created, and quietly absorb the loss of a response team - on top of the ordinary, unglamorous work of monitoring everything else the city produces.
