Floor 1
The building's actual front door, off the wharf road. A reception counter, a few waiting chairs - exactly what a small terminal-operations office should look like, because that's what it's built to be mistaken for.
Controls badge access to everything past the lobby - the corridor, the utility closet, and eventually the elevator. Watches both the yard cameras and the internal halls from here.
Plain hallway connecting the front-of-house rooms to the back offices and the loading bay. Nothing to see, which is the point.
Real work happens here, not just cover - vessel schedules, container manifests, the actual paperwork of a working wharf. Whoever holds this job may not even know what's under their feet.
Mundane. Coffee, a table, four chairs - the one room in the building that could belong to any office anywhere.
Unmarked from the corridor side - a breaker panel bolted to the door is the only signage. The elevator inside only answers to a badge with the right clearance, and it only goes one place.
The building's real working entrance, off the yard - crates and personnel move through here, not the lobby. Stairs up to Floor 2 tucked in the corner.
The floor a stranger sees, and the floor most of Site-19's own day-to-day staff never leave. The napkin found at The Screen names this stretch of docks directly - Poland Ave, containers stacked high enough to hide the fence behind them - but says nothing about what's underneath.
Floor 2
The only room in the building with a real window - and it faces the yard, not the street. Better furniture than anywhere else up here.
Filing cabinets and a locked server rack - the local paper trail, personnel files and case logs for Site-19's own staff and caseload. Not the same catalog as Repository 23's; that one's a different building entirely.
Dead-ends at the Armory's own door rather than running its full length - the one room up here that doesn't open directly onto the hall.
A bank of monitors covering the docks outside and every camera inside, including Floor 1's lobby and loading bay. Whoever's on this shift sees everyone who comes and goes.
Where Field & Tactical and the Bayou Reapers get their tasking before a run. A plain table, nothing on the walls that wouldn't fit a shipping company.

Stairs down to the loading bay, plus a small kitchenette - staff who work this floor rarely have a reason to go down to the lobby at all.
The building's actual operational floor - everyone who works Site-19's real caseload passes through here, and almost none of them have ever seen what's below the utility closet downstairs.
Basement
Where the elevator actually opens - a blast door between the car and the rest of the level, badged separately from the elevator call itself. Two checks, not one.
Feeds the Anchor-pattern field to every cell down here. A low hum, felt in the floor more than heard, running whether or not a cell is currently occupied - this is what the napkin's "green room that hummed all night" was describing.
Every cell door and the guard post both open onto it. No windows, no distractions - just a long hallway under sodium light.
LA-1147's cell before the transport failure - still green-lit, still humming faintly on standby, nobody's gotten around to powering it fully down. This is the room the napkin remembers.
Currently occupied - one of the active regional designations named in the burned incident log recovered from The Screen (see Case File LA-1147). What's actually inside is GM's call.
Unoccupied, held in reserve. Site-19's real ongoing caseload - the Rougarou, the Cypress Coiler, the Backstreet Choir, and the rest of the Loose Anomalies - is still out in the city, not down here; these cells are for whatever gets caught next.
A single desk that sees every cell door and both directions of the corridor at once. Never left unattended while a cell is occupied.
An exam table and supply shelving - for a subject, a host, or Foundation personnel who came off a bad extraction. If Marcus's body ends up in Site-19's custody later this season (see Campaign Arc & Threads), this is the most likely room for him.
Tagged personal effects, bagged and shelved by case number - whatever a subject or a host had on them when the Foundation caught up to them.
This is where the ledger page's "rows of us in the dark down there behind the chainlink" actually is - though the page found it secondhand, from someone who never got past the elevator vestibule. Most of Site-19's own staff have never been down here either.
